LOS ALAMOS, New Mexico, February 24, 2012A multinational team of scientists has developed a process for creating glass-based, inorganic light-emitting diodes (LEDs) that produce light in the ultraviolet range. The work, reported this week in the online Nature Communications, is a step toward biomedical devices with active components made from nanostructured systems.
LEDs based on solution-processed inorganic nanocrystals have promise for use in environmental and biomedical diagnostics, because they are cheap to produce, robust, and chemically stable. But development has been hampered by the difficulty of achieving ultraviolet emission. In their paper, Los Alamos National Laboratory's Sergio Brovelli in collaboration with the research team lead by Alberto Paleari at the University of Milano-Bicocca in Italy describe a fabrication process that overcomes this problem and opens the way for integration in a variety of applications.
The world needs light-emitting devices that can be applied in biomedical diagnostics and medicine, Brovelli said, either as active lab-on-chip diagnostic platforms or as light sources that can be implanted into the body to trigger some photochemical reactions. Such devices could, for example, selectively activate light-sensitive drugs for better medical treatment or probe for the presence of fluorescent markers in medical diagnostics. These materials would need to be fabricated cheaply, on a large scale, and integrated into existing technology.
The paper describes a new glass-based material, able to emit light in the ultraviolet spectrum, and be integrated onto silicon chips that are the principal components of current electronic technologies.
The new devices are inorganic and combine the chemical inertness and mechanical stability of glass with the property of electric conductivity and electroluminescence (i.e. the ability of a material to emit light in response to the passage of an electric current).
As a result, they can be used in harsh environments, such as for immersion into physiologic solutions, or by implantation directly into the body. This was made possible by designing a new synthesis strategy that allows fabrication of all inorganic LEDs via a wet-chemistry approach, i.e. a series of simple chemical reactions in a beaker. Importantly, this approach is scalable to industrial quantities with a very low start-up cost. Finally, they emit in the ultraviolet region thanks to careful design of the nanocrystals embedded in the glass.
In traditional light-emitting diodes, light emission occurs at the sharp interface between two semiconductors. The oxide-in-oxide design used here is different, as it allows production of a material that behaves as an ensemble of semiconductor junctions distributed in the glass.
This new concept is based on a collection of the most advanced strategies in nanocrystal science, combining the advantages of nanometric materials consisting of more than one component. In this case the active part of the device consists of tin dioxide nanocrystals covered with a shell of tin monoxide embedded in standard glass: by tuning the shell thickness is it possible to control the electrical response of the whole material.

NEW YORK (AP) ? The New York Police Department targeted Muslim mosques with tactics normally reserved for criminal organizations, according to newly obtained police documents that showed police collecting the license plates of worshippers, monitoring them on surveillance cameras and cataloging sermons through a network of informants.
The documents, obtained by The Associated Press, have come to light as the NYPD fends off criticism of its monitoring of Muslim student groups and its cataloging of mosques and Muslim businesses in nearby Newark, N.J.
The NYPD's spokesman, Paul Browne, forcefully defended the legality of those efforts Thursday, telling reporters that its officers may go wherever the public goes and collect intelligence, even outside city limits.
The new documents, prepared for Police Commissioner Raymond Kelly, show how the NYPD's roster of paid informants monitored conversations and sermons inside mosques. The records offer the first glimpse of what those informants, known informally as "mosque crawlers," gleaned from inside the houses of worship.
For instance, when a Danish newspaper published inflammatory cartoons of Prophet Muhammad in September 2005, Muslim communities around the world erupted in outrage. Violent mobs took to the streets in the Middle East. A Somali man even broke into the cartoonist's house in Denmark with an ax.
In New York, thousands of miles away, it was a different story. Muslim leaders preached peace and urged people to protest lawfully. Write letters to politicians, they said. Some advocated boycotting Danish products, burning flags and holding rallies.
All of that was permissible under law and protected by the First Amendment to the Constitution. All was reported to the NYPD by its mosque crawlers and made its way into police files for Kelly.
"Imam Shamsi Ali brought up the topic of the cartoon, condemning them. He announced a rally that was to take place on Sunday (02/05/06) near the United Nations. He asked that everyone to attend if possible and reminded everyone to keep their poise if they can make it," one report read.
At the Muslim Center of New York in Queens, the report said, "Mohammad Tariq Sherwani led the prayer service and urged those in attendance to participate in a demonstration at the United Nations on Sunday."
When one Muslim leader suggested planning a demonstration, one of the people involved in the discussion about how to get a permit was, in fact, working for the NYPD.
"It seems horrible to me that the NYPD is treating an entire religious community as potential terrorists," said civil rights lawyer Jethro Eisenstein, who reviewed some of the documents and is involved in a decades-old class-action lawsuit against the police department for spying on protesters and political dissidents.
The lawsuit is known as the Handschu case, and a court order in that case governs how the NYPD may collect intelligence.
Eisenstein said the documents prove the NYPD has violated those rules.
"This is a flat-out violation," Eisenstein said. "This is a smoking gun."
Browne, the NYPD spokesman, did not discuss specific investigations Thursday but told reporters that, because of the Handschu case, the NYPD operates under stricter rules than any other department in the country. He said police do not violate those rules.
His statements were intended to calm a controversy over a 2007 operation in which the NYPD mapped and photographed all of Newark's mosques and eavesdropped on Muslim businesses. Newark Mayor Cory Booker said he was never told about the surveillance, which he said offended him.
Booker and his police director accused the NYPD of misleading them by not revealing exactly what they were doing. Had they known, they said it never would have been permitted. But Browne said Newark police were told before and after the operation and knew exactly what it entailed.
Kelly, the police commissioner, and Mayor Michael Bloomberg have been emphatic that police only follow legitimate leads of criminal activity and do not conduct preventive surveillance in ethnic communities.
Former and current law enforcement officials either involved in or with direct knowledge of these programs say they did not follow leads. The officials spoke on condition of anonymity because they were not authorized to discuss the secret programs. But the documents support their claims.
The effort highlights one of the most difficult aspects of policing in the age of terrorism. Solving crimes isn't enough; police are expected to identify would-be terrorists and move in before they can attack.
There are no universally agreed upon warning signs for terrorism. Terrorists have used Internet cafes, stayed in hostels, worked out at gyms, visited travel agencies, attended student groups and prayed at mosques. So the NYPD monitored those areas. In doing so, they monitored many innocent people as they went about their daily lives.
Using plainclothes officers from the squad known as the Demographics Unit, police swept Muslim neighborhoods and catalogued the location of mosques. The ethnic makeup of each congregation was logged as police fanned out across the city and outside their jurisdiction, into suburban Long Island and areas of New Jersey.
"African American, Arab, Pakistani," police wrote beneath the photo of one mosque in Newark.
Investigators looked at mosques as the center of Muslim life. All their connections had to be known.
David Cohen, the NYPD's top intelligence officer, wanted a source inside every mosque within a 250-mile radius of New York, current and former officials said. Though the officials said they never managed to reach that goal, documents show the NYPD successfully placed informants or undercovers ? sometimes both ? into mosques from Westchester County, N.Y., to New Jersey.
The NYPD used these sources to get a sense of the sentiment of worshippers whenever an event generated headlines. The goal, former officials said, was to alert police to potential problems before they bubbled up.
Even when it was clear there were no links to terrorism, the mosque informants gave the NYPD the ability to "take the pulse" of the community, as Cohen and other managers put it.
When New York Yankees pitcher Cory Lidle and his flight instructor were killed on Oct. 11, 2006, when their small plane crashed into a Manhattan high-rise apartment, fighter planes were scrambled. Within hours the FBI and Homeland Security Department said it was an accident. Terrorism was ruled out.
Yet for days after the event, the NYPD's mosque crawlers reported to police about what they heard at sermons and among worshippers.
At the Brooklyn Islamic Center, a confidential informant "noted chatter among the regulars expressing relief and thanks to God that the crash was only an accident and not an act of terrorism," one report reads.
"The worshippers made remarks to the effect that 'it better be an accident; we don't need any more heat,'" an undercover officer reported from the Al-Tawheed Islamic Center in Jersey City, N.J.
In some instances, the NYPD put cameras on light poles and trained them on mosques, documents show. Because the cameras were in public space, police didn't need a warrant to conduct the surveillance.
Police also wrote down the license plates of cars in mosque parking lots, documents show. In some instances, police in unmarked cars outfitted with electronic license plate readers would drive down the street and record the plates of everyone parked near the mosque, former officials recalled.
"They're viewing Muslims like they're crazy. They're terrorists. They all must be fanatics," said Abdul Akbar Mohammed, the imam for the past eight years at the Masjid Imam Ali K. Muslim in Newark. "That's not right."

Mong Mi comes to life through her art
?Bat Kha Phuc Hoi? (Unrecoverable) by Mong Mi has opened at HCMC Museum of Fine Arts at 97A Pho Duc Chinh Street in District 1.
The exhibition features 20 paintings made of silk which are the result of two years of hard graft and marks an important turning point in the artist?s life.
Graduating from HCMC University of Fine Art in 2003, Mi worked as a copywriter for six years before she quit to focus on her painting. ?I realized that painting is my passion and I cannot wait for it any more,? said the artist.
Mi?s works make visitors feel relaxed as her soft and elegant lines together with white spaces give visitors time to think and ponder.
?When you see my works, you are seeing a part of my life experiences, feelings and private affairs,? said Mi.
The exhibition will run until February 29.

Painting exhibition on Tran Dang Khoa poems held in France
37 paintings by French painter Dominique De Miscault, depicting popular poems by Vietnamese poet Tran Dang Khoa, have been exhibitited in Choisy-le Roi city near Paris.
The event was jointly held by the Mayor of Choisy-le Roi, the France-Vietnam Friendship Association and the Aragon Information Centre.
Miscault said she was delighted to have successfully illustrated Khoa?s poems with the images of Vietnamese villages.
Her paintings were inspired by Khoa?s poems written in the 60s and 70s of the 20th century when he was a little boy.
Nicole Trampoglieri, Chairman of the France-Vietnam Friendship Association, said the exhibition shows close cooperation between the poet, the painter and the translator in promoting friendship, solidarity and mutual love of culture and arts among Vietnamese and French people.
Daniel Davisse, Choisy-le Roi?s Mayor, said the exhibition is a prelude to a series of activities which will be hosted by the city to mark the Vietnam-France exchange year 2012.
Modest photo wins coffee prize
A monochrome photo of a young girl enjoying a cup of coffee entitled Huong Vi Hang Ngay (Daily Taste) has won the top prize at a contest dubbed Coffee on a Winter?s Morning.
Taken by amateur photographer Dinh Manh Tai, 26, from the northern province of Vinh Phuc, the photo was deemed a modest but beautiful one.
??It meets the contest?s demands, such as good light, structure, character?s appearance and the angle?s focus?, said Nguyen Viet Thanh, a juryman.
??Everyone recognises the beauty in the modest photo?, he said. ?I even feel the coffee cup?s fragrance and taste radiate from the photo?.
?The contest was inspired by the way that a fragrant cup of coffee to start a new day can warm people up in fiercely cold weather.
?Launched last December for coffee lovers and artists alike by The Thao Van Hoa (Sports and Culture) newspaper and sponsored by Nescafe brand, the contest closed on February 21.
?The organisers had received more than 3,000 entries for two categories: photography and writing.
?Many freelance photographers and writers from abroad had also sent their entries to the contest.
?A story by HCM City-based Nguyen Che Quan, 30, on the love between mother and son as told from the lens of their shared habit of drinking coffee won the top prize in the writing category.
?It?s based on the author?s life and his childhood, he said.
Attempts to modernize traditional music meet backlash
Audiences and Xoan artists in Phu Tho were shocked to see local authorities experiment with a modern form of Xoan singing with many unconventional arrangements.
At the cultural event titled ?Back to the Lands of Traditional Festival? on February 18 to promote tourism for the three northern provinces of Phu Tho, Yen Bai and Lao Cai, artists under the order of local authorities performed a new kind of Xoan singing, which was a mixture of cheo, trong quan and Xoan singing.
Besides the accompanying music, the traditional gesturing and costumes for Xoan singing also got changed, causing more shock to the audiences.
?I?ve been performing Xoan singing for 13 years and never seen any strange performance like that,? a Xoan artist from Viet Tri city said. ?They did not sing the ancient Xoan, they sang something like cheo,? he added.
For his part, Pham Ba Khiem, deputy director Phu Tho province?s Department of Culture, Sport and Tourism, explained that the locality is experimenting with a new kind of Xoan singing to promote the traditional music that is in urgent need of protection.
?People like vibrant tunes, but Xoan singing is not something like that,? he said.?We have not known yet which kind of Xoan, the old or the new, will go down well with the audiences, so we will take their comments and make it better.?
Nguyen Ngoc An, head of the department also expressed his agreement on the experiment and said the unconventional arrangements were a way to retrofit Xoan for modern life and bring it closer to the youths.
?The province?s project to preserve and promote the world?s heritage Xoan singing includes making Xoan a contemporary music mixed with other traditional music like cheo,? he informed.
However, the authorities? plan does not go down well with music experts.
Music researcher Dang Thanh Loan, who helped to compile the dossier on Xoan singing for UNESCO?s recognition, said the new arrangements will ruin the intangible heritage.
?They turned Xoan?s performing style into cheo,? he said.
Some expresses the concern that the modernized version of Xoan singing will make young people, with no knowledge of the traditional music, misunderstand what it really is.

?I have warned the authorities many times but nothing seems to have been changed.?
According to Professor To Ngoc Thanh, chairman of the Vietnam Folk Arts Association, the ancient Xoan can be preserved without any rearrangement or ?modernization.?
?There?s only one kind of Vietnamese Xoan singing. We cannot modernize culture, of which Xoan singing is an integral part, since culture is deeply embedded in history,? he said angrily.
Hue Festival tickets on sale
Thua Thien-Hue Province has announced official ticket prices for art performances during Hue Festival 2012 with the highest price of VND600,000 for the Dem Hoang Cung (royal night) with a banquet.
A three night tour and banquet night is VND650,000 and without the banquet the price is down to? VND150,000. Tickets for the opening and closing ceremonies and ao dai (Vietnamese long dress) festival are priced at VND150,000, while art shows at Hue Imperial Citadel and An Dinh Palace are VND60,000 and VND30,000 respectively.
The Hue Festival will take place from April 7 to 15 with the theme ?Di san van hoa voi hoi nhap va phat trien ? Noi gap go cac thanh pho lich su? (Cultural heritages: integration and development ? where historical cities meet).
The event is the highlight of National Tourism Year in the north central region 2012, hosted by the province. So far 29 countries have registered art performances at Hue Festival 2012.

Anh Trang, a student at Ton Duc Thang University is a frequent customer at the place. Her group of friends often visits the café every week to enjoy some drinks while competing with each other.
?Board game is much better than online game since it does not cause addiction. Instead, it increases communication and interactive skills,? she said.
More than just a place to chill, some cafés also promises some young people a sweet and pleasant walk down their memory lane.
Cuoi (Wedding, with the rising diacritic) café in an alley in District 3?s Le Van Sy Street has witnessed many fruitful relationships of the city?s young generation. The café owner Le Nguyen Thuy Linh recalled receiving a guest one week after the café was open in April last year. The young man said he was seeking for entertainment as he thought it was Cuoi (Laugh, with the falling diacritic) café.
After learning that the café also doubles as a romantic studio for couples to take wedding photos in, the man asked, ?Do single people get married after coming here??
?If you are in love, you will get married. If you are married, you will be more in love. And if you are single, you will find love,? answered the owner.
After four months drinking coffee alone there, the young man one day took his girlfriend to the café, who was leaving the city the next day to study overseas.
Turning to the owner, the young man gave her a mild complaint that was meant for the girl to hear: ?She is leaving me tomorrow. Yet you said people will get married after visiting this café!?
What he said together with his passionate love kept her from leaving. Two months later, they returned to Cuoi café to celebrate a simple and warm wedding reception.
Hanoi to present French piano-drum duo ?
Pianist Ancuza Aprodu and percussionist Thierry Miroglio will play contemporary French compositions in Hanoi on March 15.
Pianist Ancuza Aprodu and percussionist Thierry Miroglio will play contemporary French compositions at the L?Espace French cultural center in Hanoi on March 15.
The duo will present both traditional and modern music together with a program full of French contemporary works of Debussy, Ton That Thiet, Ohama, Teruggi and Yuasa, Xenakis.
Aprodu and Miroglio have shared the stage at performances all over the world for years.

WWF Vietnam launches 2012 Earth Hour
Nature conservation organization WWF Vietnam has announced Monday that this year?s Earth Hour will be held on March 31 in Vietnam.
This year?s campaign comes with the slogan ?I will if you will,? challenging people around the world to do more than just turning off the lights and unnecessary electric applicants for one hour for environmental causes.
Billions of people and communities in different countries are encouraged and challenged to do more for the environment, with actions ranging from recycling print papers, using environmental-friendly light bulbs, growing more greens to using more renewable energy sources, Andy Ridley, Earth Hour Co-Founder Director said.
After three years in Vietnam, Earth Hour has developed into a social activity well-recognized and supported by individuals, state agencies and private entities.
From 6 participating provinces in 2009 when Earth Hour was first held in Vietnam, last year the environmental event swept through 30 provinces in far northern Vietnam like Lang Son, Lao Cai, Thai Nguyen to the southernmost part of the country like Kien Giang and Ca Mau.
This year WWF Vietnam will not directly hold Earth Hour activities but concentrate more on providing know-hows and consulting.

Gala music event to pay tribute to Truong Son soldiers ?
One of Vietnam?s most famous music directors, Tran Vi My, hopes to leave a deep impression on music lovers, veterans and soldiers at the second gala ceremony to mark the SGGP charity programme ?Nghia Tinh Truong Son? (Sentimental Attachment for Truong Son Road).
The gala event and music concert will present to listeners popular revolutionary songs such as Dat nuoc (Country), Khat vong (Aspiration), Bai ca khong quen (Unforgettable song) by Pham Minh Tuan; Bai ca Truong Son (Truong Son song) by Dang Duong-Tran Chung; Dem Truong Son nho Bac (Remember Uncle Ho on Truong Son Night) by Tran Chung; Nhung ngoi sao ko tat (Forever shining stars) by Tran The Tuyen-Tran Gia Cuong; and Tinh dong chi (Comradeship) by Chinh Huu-Minh Quoc.

There will be exchanges between veteran soldiers and audiences during the event.
The show gives a deep knowledge of the sacrifices of armed forces for the sake of national defence and security.

Hanoi cai luong theatre puts on second English opera
On February 17 and 18, the Chuong Vang (Golden Bell) Cai Luong Theatre in Hanoi staged its second special folk opera show for foreign tourists.
Unlike the first show last August, in which the English translation was recorded and emitted simultaneously to audiences through headphones throughout the entire performance, this show provided a live translation on stage by Master Pham Xuan Hong.
The highlight of the two nights was the opera titled ?Ke trom Dem Giao Thua? (The Thief on New Year?s Eve) telling the story of the rehabilitation of a thief after he received food from a old blind woman on New Year?s Eve.
After the show, Carol Orgen, a tourist from the US, said the theater should have an introduction about cai luong for foreigners before the opera.
?An explanation of what Vietnamese cai luong is will help us understand the art clearer and to classify it with other folk music like cheo, ca tru or tuong as well as with traditional music from other Asian countries,? she said.
?The theater should only focus on showcasing cai luong performances, not performing an extravaganza with too many kinds of other folk music,? a senior audience member commented on other performances which were not related to cai luong.
For his part, Tran Quang Hung, the theatre?s director said the theater will receive and consider the comments to provide better shows.
In related news, last October, the Ho Chi Minh City-based Youth World Theatre staged Oscar Wilde?s masterpiece ?The Importance of Being Earnest? in English.
Directed by Nicaraguan director Jaime Zuniga, the play captured the story of two close friends, Jack Worthing and Algernon Moncrieff,who both pretend to be someone they are not and the problems that arise from their living a double life.
The 2-hour play, performed by local actresses Lan Phuong and Nguyen Ha Tu Trinh was in English with Vietnamese subtitles, and received positive responses from both experts and the audience.
Writer Masatsugu Ono comes to town
One of Japan?s most promising young writers will come to the city and Hanoi to discuss his award-winning novel ?The Song of Mermaid?, which has been translated and published in Vietnamese by Tre Publishing House and is now available.
The Japan Foundation Center for Cultural Exchange in Vietnam, in cooperation with Tre Publishing House will host a talk show with Ono at 9 a.m. tomorrow at Trung Nguyen Cafeteria, 36 Dien Bien Phu Street in Hanoi?s Ba Dinh District ? and at 9 a.m. on Thursday at Main Hall, Hoa Sen University, 93 Cao Thang Street in HCMC?s District 3.
Ono, who is equipped with a Phd in Literature from the University of Paris VIII, has strong opinions on the youth of Japan.
He said: ?Haruki Murakami (a contemporary Japanese writer) writes stories in the context of globalization and he attracts youth from around the world. But I feel comfortable writing stories about elderly people and local people and I love to throw in some humor.?
The talks will feature an introduction from Ono and his thoughts on writing, followed by conversations with public intellectuals, writer Nguyen Qui Duc in Hanoi and journalist Le Hong Lam in HCMC.
Literature fans can also enjoy a 30% discount when purchasing Ono?s new book, and will have a chance to get a signed copy at the end of the talk.
Ono received the Asahi New Writers? Award for his first novel Mizu ni Umoreru Haka (Graves Buried in Water) and the Mishima Yukio Prize for second novel Nigiyaka na Wan ni Seowareta Fune (The Ship Piggybacked by the Jolly Bay).
He has also written On the Edge of the Forest (2006), Micro Bus (2008) and Bigger than the Nights (2010). Admission to both talks is free.
*Heinz Hermanns, director of Berlin International Short Film Festival (Interfilm), will talk to students on the ?art of short films? at Hoa Sen University, 93 Cao Thang Street in District 3 at 10 a.m. on Friday.
The talk is a great opportunity for young Saigonese film-makers to pick at the experienced Hermanns? brains and see if he can help them make the great leap forward into the big time.
Hermanns will share his knowledge on short films and its advantages, script development and the production process to bring shorts to international festivals.
Hermanns established and managed the Eiszeit Cinema in Berlin 1981. Since 1982 he has directed the Berlin International Short Film Festival and he was also the director of Pollicino Short Film Festival in Catania, Italy from 1990 to 1996.
He has organized numerous seminars on short films for students worldwide.

Skoff writing contest unveils budding playwrights ? Romeoville ...
Generally speaking, entries in Beverly Skoff Elementary School?s monthly Creative Writing Contest are well-written, but mostly short, pieces sometimes accompanied by art work.
When Lisa Dole decided the February theme would be ?love? in honor of Valentine?s Day, she got quite a few outstanding entries. But one stood out above all: a play written and produced by Dawn Perez? 5th grade bilingual class.
?Shrek?s Valentine?s Day Play? features the famous character and his friends who are so bored they decide to create a new holiday.
?The moral is we should love and respect our friendships,? said Student Director Eduardo Castillo, praising the entire cast. ?I like how they act. Donkey. Shrek. Every single one of them is very good.?
Kevin Franco produced the play and also played Shrek, Jorge Calvillo handled the setting and Franco Revilla was the narrator. The cast included Melissa Nieto, Eve Perez-Coss, Jacquieline Rivera, Juan Ceballos, Eduardo Guzman Jr., Jasmine Corona, Eduardo Fulgencio, Jose Leon, Kevin Gonzalez, Shellsy Pineda, and Javier Mariano.
?It started out with the acronym VALENTINE and they were trying to use the letters to figure out what Valentine?s Day meant,? Mrs. Perez recalled. ?From there the boys asked if they could do a play. Then they decided the girls should be a part of the play.?
?This month we allowed students a little creative latitude,? Dole said. ?I was elated to receive stories, poems and love letters. But a short play? Wow!?
?They?re very creative,? Mrs. Perez said. ?They?re great group.?

Kenny Rogers sues Capitol Records over royalties (AP)
NASHVILLE, Tenn. ? Kenny Rogers is suing Capitol Records, claiming the company has not properly paid him for digital downloads, ringtones and other uses of his songs.
Rogers in the lawsuit filed Monday in federal court in Nashville is seeking a declaration that under his contract, he is owed 50 percent of net royalties for the licensing of his master recordings to third-parties like iTunes and Verizon Wireless. Rogers' hits include "The Gambler" and "Lady."
"The actions of Capitol Records was part of an ongoing and deliberate attempt by record labels to deprive artists, like Kenny Rogers, in California, and elsewhere of their rightful royalties for music downloads, ringtones, and mastertones," according to the lawsuit.
A spokesman for Capitol Records did not return a call seeking comment.
The lawsuit states that Rogers began an audit of Capitol's books back in 2007 and was engaged in fruitless settlement negotiations with the company for about three years before suing.
Rogers, who lives in Atlanta but maintains offices in Nashville, claims the company owes him at least $400,000. He said he does not know the total amount because Capitol has withheld some financial records.
He is asking for restitution as well as compensatory damages, attorneys' fees and interest.

Sarkozy advises against military strike on Iran (AP)
PARIS ? French President Nicolas Sarkozy says a military strike is not the way to deal with a nuclear threat from Iran.
Sarkozy was speaking Wednesday at the annual dinner honoring France's Jewish community.
He says Israel is a "miracle" and that "France will not compromise on its security." At the same time, he added, "The solution is never military."
Sarkozy also says it is "unacceptable" for Iran to acquire nuclear weapons as the international community fears it aims to do ? despite Tehran's denials.
Israel considers Iran a threat and has not ruled out military action against sites in Iran suspected of working to build arms.

PARIS (AP) ? President Nicolas Sarkozy and the Socialist candidate leading the race to unseat him in upcoming elections attended an annual dinner Wednesday honoring France's Jewish community in a rare joint appearance.
The dinner hosted by the Representative Council of Jewish Institutions of France has become a can't-miss date on the French political calendar. It is generally attended by prominent Roman Catholic and Muslim figures as well as leading members of France's large Jewish community.
Sarkozy hasn't announced his candidacy for elections in April and May but is widely expected to seek a second term. He was giving a speech at the dinner, also attended by Socialist candidate Francois Hollande.
The gala affair offered a rare moment in which top officials of France's two leading parties, Sarkozy's UMP and Hollande's Socialists, came together under one roof.
In his dinner address at a meeting hall in the Bois de Boulogne park, on Paris' western rim, Richard Prasquier, the head of the Jewish umbrella group known as CRIF, its French acronym, said the group was "proud" to host "men and women whose opinions diverge and some of whom will battle in universal suffrage."
Prasquier wasted no time in taking aim at France's far-right party, the National Front, and its planned presidential nominee Marine Le Pen, noting that on a commemoration date last month for the Holocaust, she spent it fraternizing with "racist pan-Germanic brotherhoods," a reference to a far-right Vienna ball she attended.
He said flatly: "We will not vote for the National Front."
On international affairs, Prasquier said that CRIF was "taken aback" by the support that France ? under Sarkozy's government ? expressed for the successful Palestinian bid for membership in Paris-based UNESCO last year.
Hollande, whose positions on international politics are not well known, tops opinion polls ahead of the vote amid worries about France's dragging economy and disillusionment with Sarkozy's presidency.
The dinner traditionally has been a time when CRIF announces the number of anti-Semitic attacks it counted in the previous year. Prasquier said they fell 16 percent to 389 in 2011.
Nonetheless, Prasquier said the figures last year pointed to "a very entrenched anti-Semitic foundation" in France. He also praised the role of Sarkozy's government in freeing long-time Gaza captive Gilad Schalit, an Israeli soldier.
Schalit has maintained a low-profile since his release from captivity in Gaza in October in exchange for 1,027 Palestinian prisoners. Schalit, who has both French and Israeli citizenship, made an unusual public appearance by meeting with Sarkozy at the presidential palace along with Schalit's parents.
